BPIA REPORT: STATE OF BLACK AMERICANS IN U.S. FOREIGN AFFAIRS

The purpose of this report is to analyze the status and challenges currently faced by Black Americans in foreign affairs of the U.S., with a focus on the impact of recent policies, institutional shifts within the United States Agency for International Development (USAID) and the United States Department of State, and future implications. This report provides recommendations to key stakeholders, including civil society, Congress, and the executive branch, to ensure equitable opportunities in international affairs.

In an era of unprecedented geopolitical shifts, economic uncertainty, and evolving security threats, the role of the United States in global affairs has never been more critical. Over the past decade, foreign policy has experienced dramatic upheavals, oscillating between isolationist stances and renewed engagement. These fluctuations have tested alliances, reshaped international institutions, and altered the global perception of America’s leadership.

This report seeks to provide a comprehensive analysis of the current state of U.S. foreign affairs as it relates to Black Americans and outline the key challenges and opportunities that lie ahead. It serves as a roadmap for policymakers, diplomats, defense strategists, and global stakeholders to navigate an increasingly complex world.

This report aims to equip decision-makers with the insights needed to craft a forward-looking, principled, and effective foreign policy strategy—one that ensures global security, promotes democratic values, and fosters international cooperation in the 21st century.
