The State of the Merit System: A USAID / Department of State Case Study

What research shows about how fair or unfair government workers are treated by race and gender at State and USAID. The GAO published two blockbuster, but very technical reports about the promotion systems at two foreign policy and foreign aid agencies. Each report has important findings about what it is like today to try to advance your career as a Black woman or Black man at these two agencies. Vic will translate these findings into plain English and offer his take as someone who has worked in both worlds: foreign policy and academic research.
