TITLE: Vice President of International Operations

REPORTS TO: Chief Operating Officer (COO), CLUSA International

DIRECT REPORTS: Regional Directors, Senior Program Managers

SCOPE AND PURPOSE:

The Vice President of International Operations (VP Ops) oversees the daily operations of the

international Department in partnership with the COO and senior international team. This

position works closely with the COO and the VP of Business Development and Technical Services

in the development and implementation of the Department’s strategy, objectives, planning and

management operations.

ESSENTIAL AREAS OF RESPONSIBILITY

• Provides leadership in setting and monitoring the implementation and achievement of the

Department's operations, strategies, goals, policies and activities in close collaboration with

the COO.

• Oversees program management and operations in three geographic regions (Africa, Latin

America, and SE Asia), working closely with the Senior Leadership Team, and reporting to

the COO.

• Provides experienced and knowledgeable leadership, oversight, guidance, support, and

training to the Program Management Team (PMT) and Regional Directors to ensure overall

program quality and success, and an adherence to NCBA CLUSA’s values. Supports the PMT

and RDs in troubleshooting challenges and issues in the field to develop to identify solutions

and improvements in program quality and compliance of field programs. Also, ensures

ongoing professional development and training of operations team.

• Provides leadership, in collaboration with the Director of Monitoring and Evaluation (M&E),

to ensure successful implementation of the Monitoring and Evaluation and Knowledge

Management platform, processes and systems that are developed.

• Serves as the headquarters point of contact for all field safety and security-related issues.

Ensures the appropriate resources and support are in place to meet defined risks, and that

they are aligned to established priorities. Ensures that safety and security procedures are

communicated, understood, and implemented throughout the projects.

• Liaises and builds positive working relationships and clear workflow processes with other

headquarters functional departments that provide program support functions, such as

compliance and budgeting, monitoring and evaluation, knowledge management, human

resources, and finance and accounting.

• In collaboration with other functional support unit leads, creates and implements logical,

clear, and demand-driven policies, processes, and procedures to streamline backstopping

functions such as budget management, grants and contracts, donor and internal reporting,

and program support to achieve organizational goals while building teamwork and inter-
organizational collaboration.

• Sufficient understanding of Monitoring and Evaluation, knowledge management and

program management platforms to ensure efficient development and implementation of

business systems for effective program operations.

• Ensures programmatic and financial compliance with all grants and contracts managed by

the Department, while ensuring maximum client satisfaction with the program interventions;

• Supervises the Regional Directors and Senior Program Managers; establishes, improves, and

manages administrative and backstopping structures in the U.S. and supports the

establishment of quality and efficient systems in overseas offices to achieve maximum

efficiency and program impact.

SKILLS AND EXPERIENCES

• Bachelor’s degree required in international development, economics,

agriculture/agribusiness, international business, or related degree. Master’s degree

preferred.

• Fifteen years’ senior leadership experience in a global development organization; plus 5

years working in international development programs in Africa, Latin America, or Southeast

Asia. Strong knowledge of local political institutions and culture.

• Experience with USAID Rules and Regulations, and/or other U.S. Government compliance

familiarity.

• Demonstrated success in designing and implementing management processes to ensure

that all international development programs are meeting donor expectations and technical

indicators.

• Proven ability to build positive and productive working relationships across the organization,

with donors, partners and key stakeholders.

• High-level demonstrated planning, organization, project, and people management skills.

• Demonstrated knowledge of and experience working in NCBA CLUSA’s core competency

areas: sustainable and climate-smart agriculture, food security and nutrition, natural

resources management, resilience, governance, cooperative development, and gender

and youth programming.

• Experience and knowledge of Monitoring and Evaluation and Knowledge Management

systems.

• Excellent communication skills in a growing global values-based, innovative organization.

• Excellent computer skills (Outlook, Word, Excel).

• Written and spoken fluency in English required; proficiency in other languages a plus,

especially French, Spanish or Portuguese.
